Wastewater Information System Circular Amendment

With the "Wastewater Information System General Circular" numbered 2020/17 and dated 15/06/2020, the "General Circular on the Identity Document of Wastewater Treatment Plants" numbered 2015/6 and dated 05.05.2015, and the "General Circular on the Work Schedule for Wastewater Treatment Plants" numbered 2006/15 and dated 23.06.2006 have been repealed.

As a result of the new regulations, it is aimed to keep a record of the wastewater that is treated and discharged into the receiving environment or the infrastructure system, or reused, by entering data. In addition to wastewater, the generated treatment sludge and disposal methods will also be recorded and monitored.

Within the framework of this data documentation, studies are being organized to determine and manage strategies and policies related to wastewater management more accurately.

Who is Subject to the Wastewater Information System?

All facilities producing wastewater,
Municipalities,
Organized Industrial Zone Administrations,
Free and/or Industrial Zone Administrations,
Industrial Sites or Cooperatives,
Industrial Facilities, Tourism Facilities or Site Administrations,
Other Facilities Producing Domestic Wastewater can be considered.
With the published circular, data entry is required to be made by all these facilities. Data entries will be audited by the Provincial Directorates of Environment and Urbanism to ensure the accuracy of the information and declarations.

Additionally, in order to facilitate and expedite the process, the Energy Incentive for Wastewater Treatment Plants and the issuance of Wastewater Treatment Plant Identity Documents have also been integrated into the Wastewater Information System.

Scope of the Circular

Studies aimed at protecting water resources, using existing water resources in the most effective way, and improving water quality are being carried out according to the necessary legal and technical principles by the Ministry of Environment and Urbanism. In this context, the Wastewater Information System Application has been created, and entries can be made through the Integrated Environmental Information System.

All facilities generating domestic and/or industrial wastewater are required to make the information entries specified below into this information system and to ensure their currency, and this responsibility will lie with the operating side.

Status of the treatment facility,
Status of the septic tank,
Connection to the sewer,
Reuse of wastewater, etc.
Wastewater treatment

Managements with wastewater treatment facilities are required to enter this information by the end of January each year. In addition, if the facility discharges into the receiving environment, it is also necessary to ensure that the analysis reports meeting the conditions requested in the environmental permit are entered.The issuance/renewal of the Wastewater Treatment Facility Energy Incentive Refund Certificate, payment applications by facilities that have received the Refund Certificate, the control of applications by the Provincial Directorates of Environment and Urbanism, and the processes of sending applications to the Ministry will also be carried out through the Wastewater Information System.Who Should Obtain the Wastewater Treatment Facility Identity Document?All wastewater treatment facility managements that discharge into the receiving environment and/or use their wastewater in a recyclable manner must obtain the Wastewater Treatment Facility Identity Document, as deemed appropriate by the Ministry/Provincial Directorate within the scope of the Technical Report of the Wastewater Treatment/Deep Sea Discharge Facility Project approval circular.This document will be issued by the Provincial Directorates of Environment and Urbanism through the Wastewater Information System.Where Can the Wastewater Treatment Facility Identity Document Be Used?Wastewater treatment facilities will be able to use the wastewater treatment facility identity document to be evaluated as an industrial subscriber group within the scope of the Procedures and Principles Regarding Tariff Applications of Legal Entities Holding Distribution Licenses and Responsible Supply Companies.How to Obtain the Wastewater Treatment Facility Identity Document?If all information is filled out completely in the Wastewater Information System, the document can be obtained after applying to the Provincial Directorates of Environment and Urbanism by depositing the document fee. The document fee must be deposited in the amount currently specified in the revolving fund of the Ministry of Environment and Urbanism. As a result of these processes, a signed and sealed copy of the document prepared by the Provincial Directorate of Environment and Urbanism will be given to the applicant.How is the Wastewater Treatment Plant Identity Document Renewed?

If any information on the wastewater treatment plant identity document changes, the document must be updated. The updating procedures will be carried out by the Provincial Directorates of Environment and Urbanization, and an application must be made. No additional fee will be charged for the document update request, except in cases where the company's tax number changes, in which case a new fee must be paid.
