3 Questions About the Motor Oil Change Point Permit Document

According to the Waste Oils Management Regulation dated 21/12/2019 and numbered 30985, businesses that change motor oil are required to;

Establish a temporary storage area in accordance with the provisions of the Waste Management Regulation,
Obtain a Motor Oil Change Point Permit Document,
Report the data related to motor oil changes to the ministry via the EÇBS (Integrated Environmental Information System).

What Are the Steps to Obtain a Motor Oil Change Point Permit Document?

A temporary storage area is created for the storage of waste motor oils in accordance with the provisions of the Waste Management Regulation.
Documents and paperwork regarding the management of waste oils generated from within the facility are prepared and an application is made to the Provincial Directorate for obtaining the Motor Oil Change Permit Document.
The Motor Oil Change Point Permit Document is obtained.
If multiple branches of the same business perform motor oil changes, a separate document application must be made for each branch.
Information about the waste motor oils temporarily stored in the facility is entered into the MoYDeN Application.
Notifications regarding vehicles for which motor oil changes have been made are entered into the MoYDeN Application in real-time and regularly.
Documents containing motor oil change information (in printed or digital format) are shared with the vehicle owner.
Waste motor oils are stored in the temporary waste storage area in accordance with the provisions of the Waste Management Regulation. (You can refer to our blog post titled “Temporary Storage Areas.”)
Waste motor oils are sent to organizations authorized by the Ministry or to waste oil refining facilities that have obtained collection authorization.
 

Which Vehicles Are Reported in the MoYDeN Application?

Information regarding motor oil changes for motor vehicles subject to registration under the Highway Traffic Regulation must be reported through the MoYDeN Application.

Under the MOYDEN Application, only notifications for vehicles subject to traffic registration are required, while oil change information for non-registered equipment and vehicles (generators, transformers, compressors, etc.) is not included.

The declaration is not made through the oYDen Application. The oils consisting of this equipment and tools are managed within the framework of the Waste Management Regulation provisions.Since forklifts are subject to traffic registration depending on whether they go out onto the road, forklifts used within the facility are not subject to traffic registration if they do not go out onto the road. Forklifts that are subject to traffic registration must be reported.**Until what date should the Motor Oil Change Point Permit be obtained?**The deadline for businesses that perform motor oil changes to obtain the Motor Oil Change Point Document has been extended until 01/07/2021.
