The workplaces granted a Business Opening and Employment License must meet certain criteria, and one of the most important of these criteria is being environmentally friendly. One of the terms mentioned in the relevant regulation is Unhygienic Establishment, which includes establishments that cause or are likely to cause biological, chemical, physical, psychological, and social harm to those around them during their activities, or that may lead to the pollution of natural resources. Unhygienic establishments are divided into three categories;
First-class unhygienic establishments are those that must be kept absolutely away from private use areas. The licensing processes for these types of workplaces are carried out by metropolitan municipalities.
Second-class unhygienic establishments are those that do not necessarily need to be kept away from other use areas, but still require an examination to ensure that they do not pose a threat to these use areas. These types of workplaces are licensed by district municipalities.
Third-class unhygienic establishments can be opened alongside other use areas but must be subject to health inspections. These workplaces are also licensed by district municipalities.

Applications are made to the license and inspection department by filling out application forms that can be obtained from the license control services and completing the necessary documents without any omissions. In return for the documents received without any omissions, the responsible officer issues a 'receipt document' and hands it over to the applicant.The officials of the license control service conduct a preliminary review of the documents submitted by the person wishing to obtain a license for the workplace. Applications that do not have any issues in their files are submitted by the license control officials to the license control commission. The license control commission checks the submitted documents for compliance with the relevant regulations regarding the workplace in question. However, in public rest and entertainment places, before the license control commission of the license and inspection department checks, the official from the license service who receives the application consults the security department regarding the workplace. If it is determined that the workplace is suitable in terms of public order and security, the application is reported to the license and inspection department.If no issues are detected in the workplace inspected by the license control commission, the workplace opening and operating license is finalized. Workplaces that have completed the licensing process can start their activities. In future cases, if a new partner is added to the workplace or if a partner leaves, it is not necessary to obtain a new license. However, if the workplace is relocated to another address, re-licensing is required. In the event of the death of the workplace owner, there is no need to issue a new license.It is necessary for the licenses to be displayed in a way that everyone can see in the workplace.
